Because of World Wide Web, access to the Internet has become part of our daily life. A huge number of people search the Internet every day. More and more people need to search indexed collections. But the commercial technology for searching large collections, developed in the US government sponsored research projects in 1960s, has not changed much. A new revolution in information retrieval technology has been spurred by this public awareness of the net as a critical infrastructure in 1990s.
Many people believe that a Net Millemmium, where the Net forms the basic infrastructure of everyday life, is coming. “For this transformation to actually occur, however, the functionality of the Net must be boosted beyond providing mere access to one that supports truly effective searches”. All kinds of collections must be indexed and searched effectively, including those for small communities and large disciplines, for formal and informal communications, for text, image and video repositories, and those across languages and cultures. A fundamentally new technology is needed to support this new search and indexing functionality – this is “digital libraries.”
Basically the purpose of digital libraries is to bring the efficient and effective search to the
Net. However, in a real digital library, searching is not enough. The main activities of users can be classified into five categories: locating and selecting among relevant sources, retrieving information from them, interpreting what was retrieved, managing the filtered-out information locally, and sharing results with others. “These activities are not necessarily sequential, but are repeated and interleaved”.
There is no single definition for digital libraries. And as times goes by, we know more and more about digital libraries, the definition evolves. From information management point of view, digital libraries are systems that combine the machinery of digital computing, storage and communication, the content, and software needed to reproduce, emulate, and extend the services of collecting, cataloging, finding and disseminating information offered by traditional libraries based on paper and other materials. From the user point of view, digital libraries are systems that provide a community of users with coherent access to a large, organized repository of information and knowledge.

1.2 STATEMENT OF PROBLEM
To any organization or any working force, it is very compulsory they encounter some title kind of problems. The problems facing the library and the librarians lie on the following:
1. Misplacement of library cards
2. Lending slip are sometimes missing or Lost completely
3. Time is wasted in looking for library cards in the loan division of the circulating section.
4. Information about borrowed books if misplaced will automatically have to depreciating of books stocks, if users do not return books borrowed.
5. Charges imposed on overdue books. When corrected any times goes to the wrong purse.
1.3 JUSTIFICATION OF STUDY
This method of file documentation and management is based. On hard copy also called paper-based or manual data processing and file management system. The manual system is error prone and the errors can happen as a result of human carelessness.
Manual data processing system, has a low access control compared to a digital and computerize and can easily be manipulated and accessed, update illegally and authorized person. Sequel to accuracy, the manual data processing system where all sort of access control measures, data verification and validating programs are in operation.
1.4 AIMS AND OBJECTIVES
A functioning digital library would provide several benefits beyond the standardization of these diverse departmental systems in a manual library. The introduction of a uniform interface for resource discovery across disciplines would create new opportunities for the use of interdisciplinary materials. It would allow instructors to focus more on developing content for their courses than on designing and managing systems for delivering digital materials to students.
And it would allow technological “have-nots” everywhere in the world (and potentially within a system) the opportunity to use digital media without having to divert precious resources towards their development. Therefore, the aim of this project to make the operation very effectives and reliable are as follows
1. Accept a lot of data
2. Process data very fast
3. Make library operation effective and reliable.
1.5 SCOPE OF STUDY
The scope of study lies on the record of newly implemented digital library system which printed and non printed materials are kept in the libraries so that succeeding generation may sharp in their wealth of knowledge for development and progress, hence the library becomes as store of invaluable wealth of knowledge.
